School, family and community partnerships are essential to support student success and close the achievement gap. Historically, schools have relied on their own resources to create and sustain these partnerships. The time has come to fully integrate research-based school, family, and community partnerships with other critical strategies to ensure the success of our students. The State Action Team for Partnerships (ATP), a collaboration of representatives from California Parent Information Resource Centers (PIRC 1 and PIRC2) , CDE, federal, state, and regional projects/organizations, as well as the California State Parent Teacher Association (PTA), school district representatives, community agencies, and non-profit organizations has developed a State Action Plan that provides a vision for partnerships and plan for a statewide infrastructure that will support productive school, family, and community partnerships directly linked to student learning from preschool through high school. This plan is fully aligned with the State Board of Education (SBE) Title 1 Programs and Partnerships Office policy, "Parental Involvement in the Education of Their Children " and "Title 1 Parental Involvement Policy", P-16 Council recommendations, and research-based promising practices.

The Action Plan for Partnerships describes a support system of self-sustaining regional networks designed to assist schools with strategies to increase parental involvement and partnership efforts.
